The
Harrisburg Authority (THA)'s and City of Harrisburg's Act 537 Plan (2009
Plan) was approved by the Pennsylvania Department of Environmental Protection on
August 21, 2009 after public and municipal education and comment periods.
In that plan, THA re-evaluated planned upgrades to
the Advanced Wastewater Treatment Facility previously approved in a 2007 Act 537
Plan Update (2007 Plan).
The Authority’s goal was to reduce the anticipated cost of compliance with
discharge limits imposed on the plant as a result of local stream limitations
and the State's Chesapeake Bay Tributary Strategy.
The 2007
Plan would have resulted in an approximate customer rate increase of
$109.00 per year, while the 2009 Plan is estimated to result in a
customer rate increase of $60.70 per year.
This savings of almost $50 per customer per year meets the Authority’s
cost-saving goal.
