Notice to all Bidders: The Bid Due Date
for the Dewatering System Upgrade Project,
Contract 2009-DEW1:
General Construction and Contract 2009-DEW2:
Electrical Construction has been changed.
Sealed bids will now be received by The
Harrisburg Authority, 212 Locust Street, Suite 302, Harrisburg, PA
17101 until 11:00 A.M. Prevailing Time on Wednesday July 8, 2009,
at which time they will be publicly opened and read aloud.
Bidding Documents, including Drawings,
Project Manual, and Bid Forms, may be obtained at the office of
Herbert, Rowland & Grubic, Inc.,
369 East Park Drive,
Harrisburg, Pennsylvania
17111, at a
nonrefundable cost of Two Hundred Forty Dollars plus 6% sales tax
for a cost of Two Hundred Fifty Four Dollars and Forty Cents
($254.40). Documents will be mailed first class at an additional
cost of Nine Dollars per set plus 6% sales tax for a cost of Nine
Dollars and Fifty Four Cents ($9.54) payable separately.
Separate checks shall be made payable to Herbert, Rowland &
Grubic, Inc.

Each bid shall be accompanied by a

right to waive any defects, errors, omissions, mistakes,
informalities, to accept any bid or combination of bids that are
deemed to be in the best interest of the Authority, and to reject

bids for Dewatering System Upgrade Project,
Contract 2009-DEW1:
General Construction and Contract 2009-DEW2:
Electrical Construction;
will be received by The Harrisburg Authority, 212 Locust Street,
Suite 302, Harrisburg, PA 17101 until 11:00 A.M. Prevailing Time on
Wednesday June 24, 2009 at which time they will be publicly opened
and read aloud.
Contract
2009-DEW1
includes the demolition of an existing sludge incinerator and
associated 10’ diameter stack; demolition of the existing dewatering
system that is comprised of two 2.5 Meter belt filter presses, two
conveyors, two dry polymer mixing systems and associated ancillary
equipment. This
contract also includes the rehabilitation of the sludge incinerator
room to include floor patching; rollup door installation and new
interior roof access ladder with platform.
In addition, a new dewatering system will be installed that
will consist of two previously procured 2.5 Meter belt filter
presses, one conveyor system, dry polymer handling and blending
system complete with chemical metering, installation of two sludge
grinders and rework of existing sludge feed pumps including the
installation of a third pump.
Contract
2009-DEW2
includes electrical demolition associated with the demolition of the
existing sludge incinerator and existing dewatering system
referenced in Contract 2009-DEW1.
Contract will also include the electrical work associated
with the installation of two previously procured 2.5 Meter belt
filter presses, dry polymer system, sludge grinders, sludge feed
pumps and spray wash pumps.
Also included under this contract is the lighting and
receptacle installation in the work areas.
A
pre-bid conference will be held at 1:00 p.m. on Wednesday, June 10,
2009, in the conference room at the Harrisburg Advanced Wastewater
Treatment Facility located at 1662 South Cameron Street Harrisburg, PA 17104.

All bids shall be irrevocable for 60 days after the bid
opening date unless award is delayed by a required approval of
another government agency, the sale of bonds, or the award of a
grant or grants, in which case the Bid shall remain subject to
acceptance for 120 days after the actual date of the opening thereof
in compliance with the Act of November 26, 1978 (P.L. 1309, No.
317), as amended by the Act of December 12, 1994 (P.L. 1042,
No. 142).
Bidders must comply with all State anti-bid-rigging
regulations pertaining to work associated with this project, and
will be required to submit an executed non-collusion affidavit with
the bid.
The Pennsylvania Infrastructure Investment Authority
(PENNVEST) may be providing the funding for this Project.
As such, the Bidder’s and any subcontractors shall be subject
to the requirements of Federal Executive Order Nos. 11625, 12138 and
12432, along with EPA Regulations 40 CFR Part 30 et al.
All bidders are hereby notified that Minority/Women Business
requirements, also referred to as Disadvantaged Business Enterprise
requirements, will apply for this project.
Therefore, in regard to any contract pursuant to this
advertisement, businesses will be afforded full opportunity to
submit bids in response to this notice and will not be subjected to
discrimination on the basis of gender, race, color, creed, sex, age,
physical disability or national origin in consideration for an
award. Similarly the
successful bidder shall in no manner discriminate against or
intimidate any employee involved in the manufacture of supplies, the
performance of work, or any other activity required under the
contract on account of gender, race, creed or color.
Detailed documentation of solicitation of Disadvantaged
Business Enterprises will be required.
The Six Good Faith Efforts to identify and solicit
Disadvantaged Business Enterprise firms that are potential sources
for any procurement action must be demonstrated.
Bidders must also comply with the Harrisburg Authority
requirements relative to Disadvantaged Business Enterprises.
Bidders must submit documentary evidence of MBE/WBE who have
been contacted and to whom commitments have been made.
Documentation of such solicitations and commitments shall be
submitted with the bid.
Failure to comply with these requirements is grounds for rejection
of any bid submitted. A
Minimum Participation Level (MPL) for MBE of 20% and for WBE of 10%
has been established for this project.
The estimated cost for each Contract is greater than
Twenty-five Thousand Dollars ($25,000) and the Pennsylvania
Prevailing Wage Act shall apply.
Bidders should refer to provisions of federal and state
statutes, rules and regulations dealing with the prevention of
environmental pollution and preservation of public natural resources
that affect the project, said provisions being pursuant to Act No.
247 of the General Assembly of the Commonwealth of Pennsylvania,
approved October 26, 1972.
